Minutes for May 4, 2011 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:01 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes April 27, 2011.
Approved 5-0.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 the Selectmen met with two AFLAC insurance agents in regards to supplemental insurance for Town employees.  The selectmen are going to get back to them with a date when they can make a brief presentation.  Our employees will have the option of purchasing this additional insurance.

At 5:45 the Board discussed the Solid Waste bids and will make the award later in the meeting.

The Selectmen discussed an Email from a resident about the Route 112 re-build and whether or not it will occur this year.  They are checking with the Project Manager, Ernie Martin, and waiting for his response.  The Selectmen realize the frustration of people who live on that stretch of road, that it is in horrible condition and hope it will be a positive response they get from the Project Manager.  The Selectmen appreciate the residents bringing this to their attention.

The selectmen also talked to an employee regarding the Accounts Payable position that will be coming available July 1st.



  • Review of Correspondence
  • Email from SAD6 Business Office – Re:  School Budget Presentation.  The Superintendent will be at the Selectmen’s Meeting on May 11 to give a brief overview of the School Budget.
  • Email from Melissa Carver, Maine Municipal Association – Re:  Highway Congress & Snow Plow Rodeo Announcement.

  • Review of Projects and Issues
Selectman Libby reported that the Board spent quite a lot of time this past week with the Solid Waste contract.  In addition to that he has been doing personal property work and handling correspondence.
Selectman Burns has been working on mail every day and other issues.
Selectman Emery has been coming in to the office reviewing correspondence, Legislative documents, and other information regarding the Hearing coming up on the York County Budget issue.
Selectman Senechal received some correspondence from Alpha One but she has not received any costs yet for making the Hanson School handicap accessible.  She is working on preparing information on the long list of items that needs to be done at the Hanson School.  She said Bob Libby will be working on that tomorrow and it should be available to the public within the next week.


Selectman Senechal said the papers have been turned in for all the candidates.  She read the list of candidates for Selectman, other offices, and commented on open positions that no one has stepped forward for.
Selectman Harmon has been working on day-to-day issues.  She mentioned the Curbside Waste bids and thanked Peter Burns for the work he did putting together the spreadsheet for the Selectmen to review.
Selectman Harmon thanked Dianne Senechal for the draft she has done of the list for the Hanson School.  She said there are a lot of issues that need to be addressed.

  • Executive Orders
E.O. 101105003 – An order to approve an Application for a Widow Tax Exemption for [Map2 Lot 73].
Approved 5-0.

E.O.101105004 – An order to approve following Victualer Licenses: Buxton Mini Mart, The Buxton Tavern LLC, Goodhearts Pizza Parlor, Hannaford Supermarket & Pharmacy, J D Variety, Main Street Variety, Low’s Variety Bar Mills, Low’ Variety Bonny Eagle, Ma & Pa’s Country Touch, Plummers Supermarket, Skip’s, Timberline Country Store, Tory Hill Café, and Yummy Chinese Restaurant.
Approved 5-0.





  • Executive Orders by Initiative
E.O.101105005 – An order to award the Solid Waste Curbside Collection & Roll Off Service & Bulky Waste Disposal Bid to BBI Waste Industry, and enter into a 3 year contract, effective July 1, 2011 through June 30, 2014.
Approved 5-0.

  • Next Meeting of the Board
Planning Board Meeting and Public Hearing Monday, May 9, 2011, at 7:00 p.m.

Selectmen’s Meeting Wednesday, May 11, 2011, at 7:00 p.m.

The Board will hold a Public Hearing Wednesday, May 25, 2011, at 7:00 p.m. on the Secret Ballot Articles that the Town is putting on the Warrant.  There are three Articles, two dealing with the Shoreland Zone, and one deals with the petition that was received o n the Hanson School.

Next Wednesday the Superintendent will be here to do the budget presentation for the School Board.  The Selectmen urge anyone who has questions to come to that meeting.  The presentation will be given during Public Comments & Questions.











  • Other Business
The Superintendent will be at the Selectmen’s Meeting on May 11, 2011 to give a brief overview of the School Budget.  People are encouraged to come to attend and bring any questions they have.

Selectman Harmon read the non-budgetary Warrant Articles 1-5 for the 2011 Annual Town Meeting.  She said the Warrant will be signed next week.  The rest of the non-budgetary items are all of the Planning Board changes to the Zoning Ordinances.  They will be having their Public Hearing on that Monday night, and all of those will be gone over.  She said the rest are ongoing articles in the Warrant and those do not have to be read.



  • Public Comments and Questions
Police Chief, Mike Grovo provided some call statistics.  There were 731 complaints that were handled during the last two weeks.  The Chief wants people in Town to know there are burglaries occurring around us.  He told about a situation today where two males knocked on someone‘s door and asked for someone they never heard of then they left.  Chief Grovo said this is a typical method of operation.  The park their vehicle out of sight, and go in and knock on the door during the day.  He asked people to please call the Police Department if they see anything suspicious.  They do not consider it a waste of time and do not want to miss an opportunity to catch the burglars.

Chief Grovo reported that on Wednesday, April 20th, a male subject went into Main Street Variety around 11:00 p.m., took a crowbar, smashed in the doors, got in and took what he wanted and got out.  He said by Friday morning officers Ken Breslin and Vaughn Staples had the case solved.  Four people have been charged.  The Chief said he wanted to tell the story because he is very proud of the officers we have and the work they do.  He said they are getting some good results.

Chief Grovo talked about the recent Drug Take-Back Day and shared some details on the collection numbers.  Buxton turned in 78.6 pounds of prescription pills.  He expects there will be another Take-Back Day in October and thanked everyone who came out Saturday to turn in medications.

Selectman Harmon reported that the Board will have the dedication of the Town Report on May 18th.
